To aid the underserved local and global church with software, coaching and guidance
July 21, 2025, Florence, S.C. – ACS Technologies®, the world’s leading provider of church ministry software and service solutions, announces the launch of Fulfill, Inc., an independent not-for-profit 501(c)(3) company that will focus on helping three main types of underserved churches: church plants being launched in areas of need, established churches that need revitalization to thrive, and global churches that are often persecuted and suffering.
Fulfill will continue the legacy ACS Technologies (ACST) began nearly 50 years ago in enabling churches to build the Kingdom. ACST is honored to have served nearly 50,000 churches, denominational offices and dioceses since its founding in 1978. Fulfill plans to serve an additional 100,000 more churches and ministries by 2050.
“Since our founding by Harris Rogers and through the years led by Billy Campbell with Hal Campbell and others, ACS Technologies has always tried our best to help churches.” says Marvin Owen, an owner and Chairman of the Board. “We wanted a way to help even more churches – especially those churches that lacked resources – to benefit from the latest technology, knowledge of church best practices and vital community intelligence. After so many years of doing business, we have amassed quite a lot of know-how. We’ve always passed that along to churches, but now we want to do it even more and in some different ways to really make a significant impact for the Gospel.”

The three types of underserved churches will be granted help in two key areas:
1) Signature Ministries that identify a community’s most acute needs so a church can love their neighbors in ways that introduce new people to Christ to make more disciples.
2) Ministry Intelligence utilizing ACST’s proprietary data and American Beliefs Study research along with other sources of intelligence to guide a church’s decisions for more effective management, direction and results.
In addition, as an independent company, Fulfill plans to partner with best of breed providers in the church space and broader markets to offer churches a truly wide range of tools, coaching and guidance that synergizes the benefits of a variety of different companies and products for the greater good of every church.
